Will the buddy have completed all the exams? And will the buddy be from the same office I am based?

the buddy may not have finished their full exams but will have completed at least their first year exams. They are usually in the same office

Typically your buddy is there to help you through the first few months, but likelihood is you will continue talking with them - I still meet up with my buddy now :)
