Would it be better to complete a masters degree before applying for a graduate program?
I am really interested in the graduate consulting program, but am also interested in doing a masters degree, and am unsure whether it would be better to do the master's before or whether it is unnecessary?

This is completely your preference - our graduate programmes don't need a Masters Degree to enable your application, so it's up to you and your preferred route of study / work.
