It depends entirely on your work. Within my team we use a "rank epxectations" document which every individual is compared against

If they consistently meet and exceed these expectations then they are promoted. Progression differs between positions. For example, it may take longer to promote at senior levels as there may be more rank expectations that you are required to meet but this is also dependent on the teams
