I think there is an in-built challenge for any regulators in that debate and agreement around rules and requirements builds a significant lag into enforcement action and change. So while I think regulation is necessary, and needs to be carefully constructed it will always be behind the curve of development.
As a result the regulation needs to be outcomes focused rather than technology focused lest it become obsolete as soon as it exists.
