Are the people who are on the 2-years graduate visas, going to be sponsored?

Will they be sponsored at the end of their graduate visas or before the start of their programs?

I apologise for wording it so badly.

I mean to ask when will the people on 2year graduate visas be sponsored? At the end of their existing visas or before the beginning of their programs?
